Many wishes like SWiSHmax -ul, old versions (I know anything about the new ones) does not run on Windows Vista Home Premium. 
The software would run smoothly if the security at Windows Vista would be a little milder, especially for executables running from the operating system partition (C: by default). Launch of executables of SWiSHmax are prevented by “Run as Administrator”  And from here come export errors SWF. 
The simplest solution: Installation of the software on another partition than that of the system :)) .
Tested on Windows Vista Home Premium , after I insulted a few good days that I had to take laptop laps to the desktop (where I have XP) :)
