I do not have WooCommerce Services plugin to begin with. Nothing to disable.
Yes, does not work anymore. There is no Services plugin, still the banner persists.

Yep, the plugin does not exist but the folder still does, go through ftp and delete folder:
/public_html/wp-content/plugins/woocommerce-services

Do you have a cache plugin or something service which is connected to Woo servers?
That worked for me:
/ public_html / wp-content / plugins / woocommerce-services
looks like the service has been renamed woocommerce shipping & tax, which are the services which require jetpack, you dont have to delete the folder just disable that service.
