Of all the editions Windows 7, Starter and Home Basic are the most "poorer" in feature-uri and personalization options. While Home Basic-ul allow Custom background setting, STARTER site does not have this possibility either, and none of these editions does not provide support for visual themes (The window of Personalization is completely missing from these, and Themes cannot be installed).
