1.- Before starting recovery msconfig.exe, you must make sure that it is still on MAINTAINED. It should be in C:WindowsPCHealthHelpCtrBinaries. Check the way HKEY_LOCAL_MACHINESOFTWAREMicrosoftWindowsCurrentVersionApp PathsMSCONFIG.EXE. In the right panel, the value Default should be C:WINDOWSPCHealthHelpCtrBinariesMSConfig.exe.
Once you correct the registers, the MSConfig command can be launched from Run without problems.
