0x800CCC92, is one error code firstly when we want to Expediam (POP3 / SMTP) or SA We receive (POP3 / IMAP) messages on Microsoft Outlook Office (reported on Outlook 2003, but it is valid on all versions).
Desi Microsoft places this error as a typical problem of Microsoft Outlook Express, caused by Microsoft Exchange 2000 Server and resolved with update to Exchange 2000 Server Service Pack 2 (KB309216), these days I met the error code in other circumstances:
Task ‘mail.numedomeniu.com – Receiving’ reported error (0x800CCC92) : ‘Your e-mail server rejected your login. Verify your user name and password in your account properties. Under Tools, click E-mail accounts. The server responded: -ERR Authentication failed.’
In this case, the error appeared during a task, when messages were sent, the internet connection was interrupted, and after reconnection, the Internet IP was changed (dynamic IP). The Outlook Office customer continued to send the rest of the messages to the e-mail server, but the error message above was returned. User / Word BAD. 
Solving this error is by no means in the settings Outlook Office, but in the settings of safety / security of the e-mail server by which the shipment is made.
Most Web / Mail Servers have security measure against “password breakers“, cPHulk Brute Force Protection (BFD). In the default configuration of BFD, for Protection of Invalid Logars by e-mail, not permitted taskthe e-mail account from two IPs at the same time.
If in the case of an active task, the internet connection was interrupted and if IP changes after reconnection, it is indicated to Stop sending/receiving by e-mails to avoid this situation. Once the login error appeared 0x800CCC92, solving will only stand at Email server administrator. It will have easy task to unlock your email account.
